Early in 2006, Sparta Commercial Services, Inc. began to look at broadening its business activities beyond the consumer financing and leasing products that the company had become known for in the powersports industry. By that time, the company had developed a unique expertise in leasing, having become the only nationwide provider of consumer leasing for motorcycles, All Terrain Vehicles, and select brands of scooters in the United States. Sparta soon realized that the state and local governments throughout the country that were purchasing police motorcycles for law enforcement purposes could instead lease those vehicles, and thereby pay for them over time, rather than in entirely up-front expenditures. This alternative would enable those municipalities to acquire the motorcycles they needed, while lowering their annual capital outlays and agency budgets. Sparta recognized that a municipal leasing program, well structured and expressly designed for governmental organizations, had great service potential. The result was the development of a Sparta Municipal Lease Program that was carefully tailored to the needs and requirements of local and state agencies beginning in 2007. Sparta
